The National Organization of Black Law Enforcement Executives (NOBLE) is an incorporated, non-profit organization, representing approximately 4,300 members nationwide, of primarily law enforcement chief executive officers and command-level officials for federal, state, county, and municipal law enforcement agencies, criminal justice educators, and persons interested in furthering the goals and objectives of the organization. NOBLE now has over 50 chapters throughout the U.S. and the Caribbean. The national organization was first conceptualized during a 1976 symposium on reducing crime in urban low-income areas, sponsored by the Joint Center for Political Studies, the Police Foundation, and the Law Enforcement Assistance Administration. NOBLE ensures equity in the administration of justice in the provision of public service to all communities and serves as the "conscience of law enforcement" by being committed to justice by action.
NOBLE's Civil Rights Committee is designed to inform the law enforcement community of the adverse effects of discrimination in the administration of justice and to support equality of rights for all law enforcement officers. The 2008 NOBLE Civil Rights Awards will be presented at the 2nd Annual Civil Rights Awards Breakfast that will be held during NOBLE's 32nd Annual Training Conference and Exhibition in New York, New York.

Civil Rights Outstanding Leadership Justice by Action Award

A leader who has demonstrated a high degree of dedication as proven by his or her commitment to address discrimination and the challenges of prejudice while serving as a community advocate.
Civil Rights Justice by Action Award
|
- An individual or team that has implemented positive strides to improve or effectively handle racial discrimination or bias-based policing in the law enforcement community.

A program designed to educate students about the struggles associated with the Civil Rights movement and reinforces the importance of fostering positive relations with individuals of different races, ages, ethnic origin, gender, religious backgrounds, and/or physical and mental abilities.
- A community group that advocates for the need to heighten community awareness and concerns relative to the violation of civil rights; and the philosophy associated with basic human rights.
- An innovative concept or philosophy that improves human relations furthering the goals of Civil Rights.
Civil Rights Excellence in Investigations

An individual or team that has successfully investigated racial profiling, bias-based policing, hate crimes, disparate treatment, or has developed innovative investigative techniques to address civil rights violations.
